I don't have a good computer too, I just like to play GTAIV normaly and discover everything we can do with it than bend it to be what I would like.

I just think that people likes use mode because they can. Either that or ban them right then and there until they disable the mods. If, for some reason, they do so anyway, there should be a separate server for people who use em (like before anyone with "Simple Native Trainer" was put in separate servers from people who didn't). So I can honestly say without being biased, that players should have the freedom to use mods as much as they want, just as long as they don't bring it to multiplayer.
